RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution to delegate to the Director or Acting Director of Humboldt County Public Works the authority to sign all Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements, Fund Transfer Agreements and/or any amendments thereto with the California Department of Transportation (Caltrans).

DISCUSSION:
The Administering Agency-State Agreement is the master agreement between the county and the State. This agreement establishes all the general requirements, which must be met in order to receive federal funding for projects. A program supplemental agreement is then executed which covers the details and funding of a particular project. These agreements must be completely executed before any federal funds can be dispersed for a project. The Board has delegated the authority to sign these agreements to the Public Works Director in previous actions on Aug. 27, 1996, Agenda Item No. D-19; May 13, 1997, Agenda Item No. C-12; and June 5, 2007, Agenda Item No C-19. However, the State has revised the master agreement and is requiring a resolution delegating the Director or Acting Director of Humboldt County Public Works authority to sign all agreements.
