RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the resignation of Ryan Cooley, Director of Aviation, effective Tuesday, Aug. 12, 2025; and
2. Appoint Curt Eikerman to the position of Interim Director of Aviation and approve an advanced step placement at step C, effective Aug. 13, 2025, and continuing until the appointment of a permanent Director of Aviation is finalized (4/5 Vote Required); and
3. Allocate 1.0 Full-Time Equivalent (FTE) Airport Operations Manager.

DISCUSSION:
Staff recommends that the Board accept Mr. Cooley's resignation and appoint Airport Operations Manager, Curt Eikerman, as Interim Director of Aviation, effective August 13, 2025, and continuing until a permanent appointment is made. Due to the payroll cycle, salary adjustments for this appointment will take effect on Aug. 17, 2025.

Following the successful recruitment of a permanent Director of Aviation, Mr. Eikerman has indicated his intent to retire. To ensure continuity of operations during this transition, staff further recommends approval of a temporary allocation of 1.0 FTE Airport Operations Manager to allow for the recruitment and training of his replacement while he serves as Interim Director. Upon Mr. Eikerman's retirement, this 1.0 FTE allocation will be deallocated.

Mr. Eikerman would like to note, moving into this interim period, that the support and continuity of operations that ensures the safety and security of the traveling public is an effort of all aviation staff.
