Recommendation
That the Board of Supervisors:
1. Approve and authorize the Sheriff to sign the cooperative agreement with DRC Emergency Services for disaster-related debris management services.

DISCUSSION:
The purpose of this contract is to provide disaster-related debris management services for Humboldt County, for the collection, processing and disposal of debris resulting from natural or man-made disaster events including but not limited to earthquakes, fires, and floods. This agreement utilizes pre-negotiated prices and provisions of the DRC Emergency Services contract with County of Sonoma, California, and following a competitive bidding process, is extended to other California local and state government entities.

The Scope of Work includes the following:
* Debris clearance operations
* Obtaining all necessary local, state, and federal permits.
* The collection and removal of debris from public rights-of way, streets, ditches, and other public properties.
* The processing of debris includes but is not limited to screening, sorting, grinding, mulching, and recycling in accordance with all federal, state, and local environmental protection agencies and health departments.
* The disposal of debris.
* The establishment and operations of temporary debris storage and reduction sites.
* The collection and disposal of yard waste, white goods, e-waste, small motorized equipment, hazardous waste, tires, animal carcasses, propane tanks, petroleum products, and other special waste.
* Performing debris by-product recycling programs.
* Hauling non-recycled debris and debris reduction by-products to an authorized disposal facility.
