RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County Department of Health and Human Services Director, or a designee thereof, to apply for and, if awarded, accept funding made available through the California Department of Housing and Community Development's Emergency Solutions Grants Program - Coronavirus; and
2. Direct the Clerk of the Board to return a fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:
On June 1, 2020, the California Department of Housing and Community Development ("HCD") issued a Notice of Funding Availability ("NOFA") under the Coronavirus Aid, Relief, and Economic Security Act allocation to the Emergency Solutions Grants Program, hereinafter referred to as the "ESG-CV Program." ESG-CV Program funds may be used for various purposes, including, without limitation, all of the following:

* Preventing, preparing for, and responding to, coronavirus among individuals and families who are experiencing homelessness or receiving homeless assistance.

* Supporting additional homeless assistance through the provision of direct services, including, without limitation, street outreach, emergency shelter, homelessness prevention and rapid re-housing services, that are designed to mitigate the impacts created by the coronavirus pandemic.
