RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1) Approve the first amendment to the agreement with Liebert Cassidy Whitmore for professional legal services for the term to encompass fiscal year's 2022-23 to increase the contract amount to a total not to exceed amount of $1.5 million.

DISCUSSION:
The County of Humboldt has used the services of the employment law firm of Liebert, Cassidy, Whitmore ("LCW") for many years. Under the scope of this amendment LCW provides professional legal services to the county in administrative hearings, labor negations, and special employment law services. The county is also a member of LCW's Humboldt County training consortium (along with most local cities and other local agencies) which provides ongoing staff training and development on employment law issues. Your Board approved the current agreement in June of 2021. Due to the complexity of some of these task's staff endorses utilizing the firm and recommends increasing the total cost of the current amendment to $1.5 million for the current fiscal year, an increase of $1,050,000 to add an additional year.

FINANCIAL IMPACT:
Expenses are funded through the Liability Fund (Fund #3524). Approval of the attached agreement amendments will not impact the Humboldt County General Fund.

This action supports your Board's Strategic Framework by enforcing laws and regulations to protect residents.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the agreement. This is not recommended as LCW and AKK are currently actively assisting the county in several matters within the scope of those agreements.
