RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Appoint the following individuals to serve on the Measure O funding Ad Hoc and develop a multi-year allocation plan to be presented to the Board:
a. Supervisors Bushnell and Madrone
b. Public Works Director, or designee
c. Humboldt Transit Authority Director, or designee
d. Humboldt County Association of Governments Director, or designee
e. McKinleyville Community Services District Director, or designee
f. A representative from the Coalition for Responsible Transportation Priorities
g. County Administrative Officer, or designee
h. A representative from The Building and Construction Trades Council of Humboldt and Del Norte Counties
i. A representative from the Humboldt Builder's Exchange; and
2. Direct staff to return with a resolution that contains the Ad Hoc's recommendations and establishes the annual process for Measure O recommendations, community oversight, annual audits, and public disclosure.

Executive Summary
On July 23, 2024, your Board approved placing the Humboldt County Roads/911 Emergency Response Measure (later titled Measure O) on the November, 2024 ballot to fund road and transit services. The staff report, resolution and presentation of that item discussed several layers of community oversight, one which requires that if the measure passed your Board would appoint a "Funding Workgroup" to recommend the amount of funding that will be allocated to roads and transit.
