RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Subtenant Agreement between the County of Humboldt and the Long Prairie Gun and Archery Club (LPGAC);
2. Authorize the Chair of the Board of Supervisors to sign three (3) copies of the Subtenant Agreement; and
3. Direct the Clerk of the Board to return three (3) fully executed Subtenant Agreements to Public Works Real Property.

DISCUSSION:
LPGAC leases approximately 16 acres of timber lands from Green Diamond Resource Company (Landowner). LPGAC sublets these 16 acres to various law enforcement agencies as gunnery ranges for firearms training.

On April 28, 2020, your Board approved a Subtenant Agreement with LPGAC to allow the Humboldt County Sheriff's Office (HCSO) and the District Attorney's Office (DA) to use the gunnery ranges within these 16 acres (Attachment No. 1 - 2020-04-20 Subtenant Agreement). The use is for peace officers of HCSO and the DA to maintain firearm proficiency and training requirements. The Subtenant Agreement expired on Dec. 31, 2020.

The use of the gunnery ranges had been closed due to Covid-19, the inability of the LPGAC to hold board of director meetings and logging operations by Green Diamond Resource Company.

Re-opening of the gunnery ranges has recently been approved by LPGAC and Green Diamond Resource Company, resulting in the need for a new Subtenant Agreement (Attachment No. 2 - New Subtenant Agreement).

HCSO and the DA request your Board to approve the proposed Subtenant Agreement to be effective Jan. 1, 2022 and expire on Dec. 31, 2022.
