RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Review the attached membership applications from Kenneth Carswell, Gary Huddle, Swan Asbury, Brian Mistler, and John McEntagart (Attachment 1);
2. Appoint Kenneth Carswell, Gary Huddle, Swan Asbury, Brian Mistler, and John McEntagart to the HC-WDB for a two-year term effective immediately and pursuant to the HC-WDB Bylaws;
3. Ratify the HC-WDB re-appointments of Dan Dixon, Shelley Nilsen, Jeff Hunerlach, Megan Bonham, and Rosemary Den Ouden to the HC-WDB for a term of two years effective immediately, in accordance with the HC-WDB Bylaws (Attachment 2);
4. Ratify the nominations to the HC-WDB Executive Committee of Dan Dixon as Chair, Dennis Leonardi as Vice Chair, Jeff Hunerlach as the At-large Labor representative, and Shelley Nilsen as the At-Large Business representative (Attachment 3); and
5. Ratify the resignations from the HC-WDB of Michelle Vassel, Pru Ratliff, Robyn Stalcup, Marlee Chavez and Mike Hetticher (Attachment 2).

DISCUSSION:
The HC-WDB is a commission appointed by the Board of Supervisors and is required by the Workforce Investment Opportunity Act (WIOA) to oversee said funds and the workforce system in Humboldt County. The mission of the HC-WDB is to bring together resources to meet employer and employee needs and advance the prosperity of local communities. WIOA requires certain public agencies and labor unions to be appointed members of the HC-WDB. WIOA also requires that membership be 51% private sector and that the Chair of HC-WDB be a business representative.
