RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive staff report; and
2. Approve the changes being requested by school districts and special districts.

DISCUSSION:
As the local Conflict-of-Interest Code reviewing body, the County of Humboldt is required under Government Code, Section 87306.5, to issue Biennial Notices to local agencies that are directed therein to review their Conflict-of-Interest Codes and to advise the County of Humboldt of any changes. Resulting changes in a local agency code are required to be submitted to the Board of Supervisors, who in accordance with Government Code, Section 87303, may: (1) approve proposed changes; (2) revise proposed changes and approve with the modified language; or (3) return proposed changes for revision and resubmission to your Board for review. If no changes are required, the local agency must advise the County in writing of the same.

On June 12, 2024, the Office of Elections notified districts that a biennial Conflict-of-Interest code review was required and requested districts to verify in writing whether the district determined that code changes were necessary. Attachment 1 summarizes responses received from school districts and special districts regarding necessity for code changes.


Code Changes
The below districts determined Conflict-of-Interest changes were necessary. Each district drafted proposed changes and submitted said changes to its governing district board for review and approval. Attachment 2 includes copies of each district's code with proposed changes for your Board's review and approval....
