RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the completed contract, including all change orders approved by the Public Works Department, between TT Construction and Humboldt County for construction of Storm Damage Repair to Lower Cappell, Road, Post Mile 1.49; and
2. Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $1,325.32, which will bring the total amount paid to 100 percent of the contract.

DISCUSSION:
On February 14, 2017, the Federal Emergency Management Agency (FEMA) declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Lower Cappell Road, Post Mile 1.49, experienced a moderate slip that caused failure to a 100-foot section of roadway. Lower Cappell Road is the only access for several residents beyond the failed roadway; therefore, the Department of Public Works (Public Works) hired K'APEL Construction under an emergency contract to keep the roadway open during the winter and spring of 2017. The roadway continued to fail during the next winter and additional gravel was placed on the roadway by K'APEL Construction in order to maintain access.

On January 24, 2018, Public Works received funding approval from FEMA to proceed with the Lower Cappell Road Storm Damage Repair Project.
