RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Humboldt County Purchasing Agent to execute, the attached subscription agreement with Thomson Reuters West Publishing regarding the provision of online legal research services in an amount not to exceed $221,328 for the period of Aug. 1, 2026 through July 31, 2031; and
2. Direct the Clerk of the Board to provide the Humboldt County District Attorney's Office with one fully executed certified copy of the Board Order related to this item.

DISCUSSION:
The Humboldt County District Attorney's Office would like to contract with Thomson Reuters West Publishing for online legal research services. The West Proflex, CoCounsel Legal, and Westlaw All Analytical subscription allows attorneys to access current California and federal statutory and case law and is a necessary tool in the practice of law that is used daily by the Humboldt County District Attorney's Office.
The attached subscription agreement will remain in full force and effect from Aug. 1, 2026, through July 31, 2031. A five-year period is advantageous as the agreement caps annual increases at 3% and contains an additional clause allowing cancelation of the service in the event the Humboldt County District Attorney's Office does not receive adequate appropria...
