Approval and Adoption of the Memorandum of Understanding between the Humboldt County Workforce Development Board and the America's Job Center of California Partners

RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Humboldt County Workforce Innovation and Opportunity Act (WIOA) Memorandum of Understanding (MOU) between the Humboldt County Workforce Development Board (HC-WDB) and America's Job Center of California (AJCC) partners (Attachment 1);
2. Approve the Resolution accepting the America's Job Center of California Memorandum of Understanding (MOU) for Program Years 2022-2025 and authorize the Chair of the Board to sign the MOU;
3. Direct county staff, identified in the MOU as representatives of AJCC partners, to sign the MOU;
4. Authorize the Chair of the Board to sign the letter to Tim Reynaga transmitting the MOU to Employment Development Department (EDD); and
5. Direct the Clerk of the Board to return two (2) copies of the Humboldt County WIOA AJCC MOU and the transmittal letter, signed by the Chair of the Board, to the County Administrative Office, Economic Development Division.

DISCUSSION:
In July 2014, the US Congress passed and the President signed the Workforce Innovation and WIOA, P.L. 113-128, which is administered in California by the California EDD. The WIOA and EDD Guidelines and Directives require the HC-WDB designate or certify AJCC operators and enter into a MOU with those AJCC operators and partners. On June 24, 2019, the Board of Supervisors approved the prior MOU between the HC-WDB and all AJCC partners.
