RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Open the public hearing;
2. Receive the presentation on final draft supervisorial district map;
3. Adopt Resolution No. ______ to Adopt a Redistricting Plan for Humboldt County, ensuring the county meets the state mandated deadline for redistricting, on December 15, 2021;
4. Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the County Administrative Office; and
5. Close the Public Hearing.

DISCUSSION:
On Nov. 16, 2021, your Board received two draft supervisorial maps to consider for adoption in relation to the local redistricting. These drafts were based on the current supervisorial district map but had two changes. Per your Board's direction, Blue Lake Rancheria, which was previously split between District 3 and District 5, was united with in a single district and combined with the City of Blue Lake. Each map reflected a version of this change, reflecting the united regions in either District 3 or District 5. After review of the maps and in light of public comment received on the shift noted above, your Board elected to reject both maps in favor of one that mirrored the current supervisorial districts (Attachment 1) as closely as possible.

Staff was directed to return on Dec. 7, 2021 with a final draft based on the current supervisorial map, that has been in place in Humboldt County since 2011. The final draft map (Attachment 2) meets this directive, while adjusting where appropriate for minor changes in census blocks that resulted from the 2020 Complete Count Census.
