DISCUSSION:
On June 19, 1865, nearly two years after President Abraham Lincoln emancipated enslaved Africans in America, Union troops arrived in Galveston Bay, Texas with news of freedom. On June 19, 1866, formerly enslaved people in Galveston celebrated a year of emancipation with the Juneteenth holiday. Juneteenth celebrations quickly spread through the rest of the country, and Juneteenth continues to be the oldest known tradition honoring the end of slavery in the United States.
The Board of Supervisors is declaring June 19, 2024 as Juneteenth Day in Humboldt County to bring awareness and to celebrate this historical day of freedom.
FINANCIAL IMPACT:
Juneteenth is a paid holiday for county staff, and related expenditures have been included in the adopted FY 2023-24 budget.
