RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute any and all documents necessary to secure and accept the attached Grant Offer for AIP Grant No. 3-06-0010-057-2023 in the amount of $5,169,058;
2. Authorize the Director of Aviation, to execute future amendments to AIP Grant No. 3-06-0010-057-2023 after review by County Counsel, Risk Management, and the County Administrative Office;
3. Receive and file the bids for Rehabilitation of Airport Lighting System, Project Number AV-2023-01;
4. Award the contract to St. Francis Electric, LLC for the total amount of $4,647,811.90;
5. Authorize the Director of Aviation to execute a Construction Project Agreement that is substantially similar to the sample agreement attached hereto with St. Francis Electric, LLC, for an amount not to exceed $4,647,811.90, upon submittal of the appropriate bonds and insurance and approval of Risk Management;
6. Authorize the Director of Aviation to execute contract change orders up to the amount of $244,890.60;
7. Authorize the Director of Aviation, or designee thereof, to execute the Professional Services Agreement with Armstrong Consultants, Inc. for California Redwood Coast-Humboldt County Airport Rehabilitate Airport Lighting System construction administration, for an amount not to exceed $660,416 after approval by Risk Management; and
