RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the grant agreement number 18-10867 with California Department of Public Health (CDPH) for $701,061 for the term of April 1, 2019 through March 31, 2024;
2. Authorize the Director of Public Health or a designee thereof to sign four originals of the agreement and required certifications;
3. Authorize the Director of Public Health or a designee thereof to execute all future amendments and documents directly related to agreement 18-10867 upon review and approval of County Counsel and Risk Management; and
4. Direct the Clerk of the Board to return one copy of the certified board report to the Department of Health and Human Services (DHHS) - Contract Unit.

DISCUSSION:
The County of Humboldt has contracted with CDPH since the late 1980s to provide Ryan White - Part B HIV/AIDS services to Humboldt County via the North Coast AIDS Project (NorCAP). The HIV Care Program supports activities of NorCAP, which resides in the Healthy Communities division of DHHS - Public Health. The primary goal of the program is to assist those living with HIV and to prevent the spread of HIV.

NorCAP's activities include case management services, which include activities such as lending emotional and practical support for people living with HIV, providing information about HIV, linking clients to local services, and providing outreach to persons at high risk for contracting HIV and/or hepatitis C.
