RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Measure Z - 2024 Project;
2. Award the project agreement to Wahlund Construction, Inc., for the total amount of $833,650.25;
3. Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance;
4. Authorize the Public Works Director to execute contract change orders up to the amount of $54,180; and
5. Approve the appropriation transfer (Attachment 3) to establish a fixed asset line in fiscal year (FY) 2023-24 for the Measure Z - 2024 Project in the amount of $1,000,000 in the Public Works Measure Z budget, 1100298, (4/5th Vote Required).

DISCUSSION:
On March 5, 2024, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Measure Z - 2024 Project for bids. On April 2, 2024, the County of Humboldt received four bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Measure Z - 2024 Project; award the project agreement to Wahlund Construction, Inc., for the total amount of $833,650.25; authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; authorize the Public Works Director to execute contract change orders up to the amount of $54,180; and approve the attached appropriation transfer to establish a fixed asse...
