RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Ratify the Director of Public Works to sign Contract Change Order Number 1 - Supplement Number 1 for the total amount of $13,350;
2. Accept the completed contract, including all change orders approved by the Public Works Department, between Bouthillier's Construction, Inc., and Humboldt County for construction of Alderpoint Road (F6B165) Post Mile 0.22 Storm Damage Repair Project; and
3. Approve the final claim for payment, to be submitted by the Public Works Department to the Auditor/Controller, in the amount of $19,265, which will bring the total amount paid to 100% of the contract.

DISCUSSION:
On Feb. 21, 2019, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding, and mudslides. Alderpoint Road (6B165) Post Mile 0.22, in the Garberville area of southern Humboldt County, experienced an embankment failure that closed the eastbound lane of the roadway. This lane remained closed until the restoration project was completed.

On Oct. 10, 2019, the Humboldt County Department of Public Works ("Public Works") received Federal Highway Administration funding approval to proceed with the Alderpoint Road (6B165) Post Mile 0.22 Storm Damage Repair Project. Mark Thomas and Company subsequently prepared plans and specifications for the project based on a topographic survey of the damaged area prepared by Points West Surveying Company and a geotechnical study prepared by Crawford and Associates.
