RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Supplemental Budget request for budget unit 1100-221970 - Bulletproof Vest Grant (Attachment 1) (4/5 vote required);
2. Approve the Supplemental Budget request for budget unit 1100-221950 - SAFE Grant (Attachment 2) (4/5 vote required); and
3. Authorize Sheriff William Honsal to execute any and all agreements for the Bulletproof Vest Grant and the SAFE Grant, if County Counsel and Risk Management have reviewed and approved in advance. This authorization shall remain in effect during the term of office and any subsequent terms of office for Sheriff William Honsal.

DISCUSSION:
The Humboldt County Sheriff's Office (HCSO) has been the recipient of these grants for many years, each with its own funding purpose and uses.

The Patrick Leahy Bulletproof Vest Partnership (BVP), also referred to at the Sheriff's Office as the Bulletproof Vest Grant, releases annual funding opportunities to help local law enforcement purchase bulletproof and stab-proof vests. Created by the Bulletproof Vest Partnership Grant Act of 1998, this program has awarded more than 13,000 jurisdictions a total of $522 million in federal funds for the purchase of over one million vests, 1,395.976 as of February 2020.

The Sexual Assault Felony Enforcement Grant (SAFE) supports local jurisdictions in their sex offender registration compliance enforcement. It is a subaward made from the State of California through the Santa Clara County Sheriff's Office.
