DISCUSSION:
Using tobacco products has a substantial negative impact on health. In Humboldt County, tobacco smoking causes or contributes to 34% of all deaths. Since 1989, the California Department of Public Health (CDPH), California Tobacco Prevention Program (CTPP), formerly known as the California Tobacco Control Program, has served the people of California with a comprehensive tobacco control program.

CTPP is committed to reducing tobacco disparities among populations disproportionately impacted by tobacco industry predation. In November 1988, California voters approved the California Tobacco Health Protection Act of 1988, also known as Prop 99. This initiative increased the state cigarette tax by 25 cents per pack and added an equivalent amount of tax on other tobacco products. California voters created a strong mandate for CTPP to reduce tobacco-related disparities when they overwhelmingly approved the California Healthcare, Research and Prevention Tobacco Tax Act of 2016 ("Proposition 56").
