DISCUSSION:
On Sept. 24, 2019, the Department of Aviation entered into a Professional Services Agreement with Mead & Hunt for Phase 1 of the ACV PFAS Project. Phase 1 consisted of the development of a Work Plan and obtaining California State Water Resources Control Board Approval of the Work Plan. This process was completed on Jan. 28, 2020.
Phase II of the ACV PFAS Project will consist of implementing the plan developed under Phase 1 and preparing the project's final report. One of the Federal Aviation Administration (FAA) requirements of the Department of Aviation for operating a Commercial Service Airport is to have Aqueous Film Forming Foam (AFFF) on hand, which contains PFAS, for emergency purposes per Federal Aviation Regulations (FARs). PFAS is a chemical compound found in AFFF. The Department of Aviation has been tasked with developing a work plan and carrying out said work plan for investigation of the relevant areas of the California Redwoods Coast Humboldt County Airport (ACV) property where AFFF has been utilized. This is a requirement through an Investigative Order received from the California State Water Resources Control Board Order (Order WQ 2019-0005-DWQ).
FINANCIAL IMPACT:
The maximum payable under this agreement is One Hundred Thirty-Five Thousand Thirty Dollars ($135,030) and has been budgeted in the Arcata-Eureka Airport ACV budget (3530-381) for Fiscal Year 2019-20. Project costs will be 100% reimbursable through the FAA-CARES Grant Funds.
