RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the County Administrative Officer, or a designee thereof, to execute, the attached revocable license with the United States Coast Guard regarding use of the Trinidad Head Telecommunications Site for the period of September 1, 2022 through August 31, 2027; and
2. Direct the Clerk of the Board to return one (1) fully executed certified copy of the Board Order pertaining to this item.

DISCUSSION:
The County of Humboldt operates an analog, very high frequency conventional radio system at the Trinidad Head Telecommunications Site pursuant to a revocable license agreement with the United States Coast Guard.

On May 18, 2021, the revocable license agreement with the United States Coast Guard was amended to allow for site improvements consisting of new radios, batteries and replacement of flooring within the Radio Communications Room, and new antenna installation on the Radio Tower as part of the Radio Refresh Project. During installation of the above-referenced improvements, it was determined that additional flooring reinforcement is needed to accommodate the weight of the new batteries.

The attached revocable license agreement with the United States Coast Guard will allow for construction of additional flooring reinforcement and continued use of the Trinidad Head Telecommunications Site during the period of September 1, 2022 through August 31, 2027. The attached revocable license agreement with the United States Coast Guard comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.
