RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached supplemental budget in the amount of $140,000 for FY 2022-2023 Department of Health and Human Services - Public Health Fund 1175, Budget Unit 455010 (4/5 Vote Required).
2. Approve, and authorize the Humboldt County Purchasing Agent, or a designee thereof, to execute, the attached quote regarding the purchase of a Biomerieux BioFire Torch system.

DISCUSSION:
This supplemental budget will allow the Humboldt County Public Health Lab to purchase additional laboratory equipment through the Epidemiology and Laboratory Capacity (ELC) Enhancing Detection Expansion grant awarded by the California Department of Public Health. The award number is COVID-19ELC7. This supplemental budget is a request to increase an additional $130,000 for the purchase of a Digital Droplet PCR Instrument, and an additional $10,000 for a Sartorius Ultrapure Water system.

The Board is asked to authorize the purchase of Biomerieux BioFire Torch system which was included in the Fiscal Year 22/23 county budget. The Biomerieux BioFire Torch system allows for Public Health to test for 20+ infectious diseases and will improve Humboldt County Public Health to screen for causes of respiratory and gastrointestinal outbreaks. This will allow Humboldt County Public Health Lab to participate in statewide infectious disease surveillance projects. The Biomerieux BioFire Torch system is only available from Biomerieux due to its unicity, thus the attached sole source justification. This purchase is also funded by the ELC Expansion Grant, award number COVID-19ELC.
