Recommendation

That the Board of Supervisors:

1.                     Consider removing Melanie McCavour from the Planning Commissioner due to a conflict of interest.

DISCUSSION:

The Clerk of the Board’s Office has been notified of a potential conflict of interest for At-Large Planning Commission Melanie McCavour. Melanie McCavour was recently hired as the Tribal Historic Preservation Office (THPO) for the Bear River Band of the Rohnerville Rancheria (Bear River).  The county’s cannabis ordinance requires that commercial cannabis be set back 600 feet from Tribal Cultural Resources. This is evaluated and approved by the THPO position for a monetary fee. Therefore, Ms. McCavour would have to recluse herself from any projects that she interacts with on behalf of her THPO position. She would also have to disclose any information gathered during the THPO evaluation. Lastly, with having to recluse herself from several agenda items, it could potentially interfere with reaching a quorum vote for numerous Planning Commissions items. Therefore, considering removing Ms. McCavour and replacing the At-Large position would benefit both the applicants and the Planning Commission.

 

Commissioner Melanie McCavour was appointed to the Planning Commission in January 2019.  Her term would end on Jan. 31, 2023.
