Recommendation
That the Board of Supervisors:
1. Appoint Ms. Jayne Messenger to fill a vacancy on the Telegraph Ridge Fire Protection District Board of Directors.

DISCUSSION:
Following the 2024 election, two seats on the Telegraph Ridge Fire Protection District Board of Directors were vacant. Those vacancies cannot be filled until the 2026 election without a call for a special election, either by candidacy or appointment. One of the three sitting members is unable to continue in their role on the Board of Directors leaving a lack of quorum without an appointed replacement. To improve the tenuous situation the Telegraph Ridge Fire Protection District Board of Directors respectfully request that the Board of Supervisors appoint Ms. Jayne Messenger to the Board. The Humboldt County Office of Elections has verified Ms. Jayne Messenger's eligibility as a registered voter in the District.
