RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Cooperative Agreement No. 24-0469-005-SF, Pierce's Disease Control Program contract in the amount of $13,220.19 between Humboldt County and the California Department of Food and Agriculture (CDFA) for the period beginning July 1, 2025, and ending Sept. 30, 2026; and
2. Authorize the Chair to sign the original agreement and direct the Clerk of the Board to return all copies to the Agricultural Commissioner's office for further processing; and
3. Grant a waiver from the provisions of the Nuclear-Free Ordinance.

DISCUSSION:
Pierce's Disease Control Program (PDCP) contract funds trapping and survey activities that are intended to protect Humboldt County's viticulture industry from a serious disease known as Pierce's Disease. Pierce's Disease is caused by the bacterium Xylella fastidiosa and is spread by the Glassy-Winged Sharpshooter (GWSS). In addition to grapes, GWSS infests many species of
ornamental plants and nursery stock. To prevent the spread of Pierce's Disease to Humboldt County, the PDCP division of CDFA monitors nursery stock and other plant product shipments into the county from areas under quarantine for GWSS. Agriculture Department staff place and inspect GWSS yellow panel traps at nurseries receiving shipments. Traps are also placed in residential areas where host species of ornamental plants are present.
