DISCUSSION:
The California Fair Political Practices Commission ("FPPC") has established Regulation 18944.1 regarding the distribution of tickets and passes. To conform with FPPC regulations the county must adopt a policy regarding the distribution of complementary tickets and passes to county officials and employees.

The public and governmental purpose in distributing tickets and passes to events is to enable county officials and employees to promote the county's mission; resources; programs; achievements; growth and development; events; departments, boards, and agencies; services and programs available to the public pursuant to county initiatives; and to enhance employee morale.

The purpose of this policy is to ensure that all tickets and passes provided to the county are distributed in furtherance of governmental and/or public purposes as required under Title 2, Section 18944.1 of the California Code of Regulation. With the adoption of the Distribution of Tickets and Passes Policy, the County Administrative Officer or designee will disclose the distribution of tickets and passes in accordance with Section 18944.1(d) of Title 2 of the California Code of Regulations, on a form provided by the FPPC (currently, Form 802).
