RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adjourn in memory of Anna Sparks and;
2. Chair of the Board direct staff to fly county flags at half-staff from Tuesday, Jan. 13 until sunset on Friday, Jan. 16, 2026 in Sparks' honor.

DISCUSSION:
The Humboldt County Board of Supervisors honors the life and service of Anna Sparks, former Fifth District Supervisor, whose leadership and dedication left a lasting impact on the community.

She served as Fifth District Supervisor for twelve years from 1982 to 1994.

Sparks was a dedicated leader for Northern California and represented Humboldt County on both the state and federal levels throughout her career. Sparks was known for her passionate advocacy, collaborative governance and a steadfast commitment to public service. Her contributions advanced the well-being of Fifth District residents and strengthened countywide efforts through principled decision making and community engagement.

Sparks was a spirited advocate for the region, especially on critical issues like water policy, the local economy and support for rural communities. Among her many accomplishments during her tenure as Fifth District Supervisor, Sparks was appointed to serve on the California North Coast Regional Water Board and the California Community Economic Revitalizations Team. She was also appointed by President George H.W. Bush as chair of the Klamath River Compact Commission.

The Board of Supervisors recognizes the legacy of service and leadership exemplified by Anna Sparks and extends sincere condolences to family, friends and all who are touched by this loss.
