That the Board of Supervisors:
1. Authorize the Chair to sign the letter of support.

DISCUSSION:
SB 704 if adopted, makes important changes to the Coastal-Dependent Industrial (CDI) zoned lands that would encourage port development for offshore wind energy while removing oil and gas development from the industrial override provisions of the California Coastal Act. SB 704 would allow permitting of new or expanded CDI-zoned facilities only if the facility is not an oil or gas facility.
Further, the Coastal Act makes legislative findings and declarations relating to the California Coastal Commission and legislative findings and declarations relating to the ports of California. SB 704 would make revisions to these legislative findings and declarations to include provisions relating to offshore wind development and offshore wind energy generation facilities, and would require the state to reimburse local agencies for costs related to the state-mandated locally imposed program.
