RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached memorandum of understanding template regarding the implementation of bicycling education programs in Humboldt County;
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute individual memorandums of understanding with various community-based organizations regarding the implementation of bicycling education programs in Humboldt County that are substantially similar to the attached memorandum of understanding template, and any and all subsequent amendments thereto, after review and approval by County Counsel and Risk Management; and
3. Direct the Clerk of the Board to return one (1) fully executed certified copy of the Board order related to this item to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
The Humboldt County Department of Health and Human Services - Public Health ("DHHS - Public Health") possess a bicycle trailer and fleet of youth bicycles to teach cycling education in schools and other youth-serving agencies. As part of ongoing efforts to incorporate bicycling education into programming for youth at other public or non-profit agencies, DHHS - Public Health would like to make the bicycle trailer and fleet available to community partners who want to implement a bicycling education program in Humboldt County. DHHS - Public Health will provide the equipment and training to help facilitate program development.
