RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adjourn as the Board of Supervisors;
2. Reconvene as the governing body of Sempervirens Psychiatric Health Facility;
3. Appoint two members of the Board of Supervisors to serve on the Joint Conference Committee for Sempervirens;
4. Adjourn as the governing body of Sempervirens; and
5. Reconvene as Board of Supervisors.

DISCUSSION:
The establishment and governing body structure of Sempervirens (SV) are set forth in state and federal regulations, Title 22 of the California Code of Regulations (CCR) and Title 42 of the Code of Federal Regulations Section 482 respectfully. The Joint Conference Committee (JCC) is the platform and mechanism by which the governing body becomes apprised of and votes on significant aspects pertaining to the functioning of SV. The JCC oversees the overall functioning and performance of SV in combination with the program's standing committees. Key reports from the standing committees are reported to the JCC at least annually.

Title 22 CCR ?77081 provides information regarding the governing body's responsibilities. The Executive Committee determines the most relevant subject matters to the JCC.

Humboldt County Department of Health and Human Services - Behavioral Health is requesting that the governing body of SV appoint two members to serve on the JCC.

FINANCIAL IMPACT:
There are no costs associated to this request and there is no impact to the county General Fund.

This action supports your Board's Strategic Framework by protecting vulnerable populations.

OTHER AGENCY INVOLVEMENT:
None.
