RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize Chief Probation Officer to execute, the attached professional services agreement with Graphic Control Systems, Inc. regarding security related improvements within the Juvenile Hall, Regional Facility in the amount of $189,625.12, for the period of July 1, 2021 through June 30, 2022;
2. Authorize the Chief Probation Officer, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Graphic Control Systems, Inc., after approval by County Counsel, Risk Management and the County Administrative Office;
3. Establish a Fixed Asset line, object code 8986 - Equipment, in the Probation, Juvenile Hall, Board of State and Community Corrections Grant, budget unit of 1100-234001; and
4. Approve the attached supplemental budget in budget unit 1100-234001.

DISCUSSION:
On May 4, 2021, the Humboldt County Probation Department requested your Board grant authority to apply for the Youth Programs and Facility Grant (YPFG) being offered by the Board of State and Community Corrections (BSCC). The YPFG program is part of Senate Bill 823 in which $9.6 million dollars was set aside for the Board of State and Community Corrections to "award one-time grants, to counties for the purpose of providing resources for infrastructure-related needs and improvements to assist counties in the development of a local continuum of care," (Welf. & Inst.
