RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the agreement with CSSP for the period of July 1, 2019 through June 30, 2020 to serve as the third-party monitor in connection with the stipulated judgment entered into between the Attorney General of the State of California, DHHS-CWS, and the Humboldt County Sheriff's Office (HCSO) in an amount not to exceed $317,372; and
2. Direct the Clerk of the Board to route the fully executed agreement to the DHHS -Contract Unit for further processing.

DISCUSSION:
On Feb. 14, 2018, DHHS-CWS and HCSO entered into a Stipulation for Entry of Final Judgment and Permanent Injunction with the Attorney General of the State of California. Pursuant to that stipulated judgment, DHHS-CWS and HCSO are required to obtain the services of a third-party compliance monitor to review their progress and report to the Attorney General for the duration of the 3-year term of the judgment Consequently, DHHS-CWS and HCSO thereafter entered into an agreement with CSSP for the purposes of monitoring for the period of April 14, 2018 to June 30, 2019. The choice of monitor was a collaboration with DHHS-CWS, HCSO, and the Attorney General.

Approval of the agreement with CSSP for the period of July 1, 2019 to June 30, 2020 will fulfill year 2 of the reporting and monitoring requirements set forth in the stipulated judgment. The agreement will allow DHHS-CWS and HCSO to continue to evaluate their progress and take corrective action as needed to fully comply with the stipulated judgment.
