RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the First Amendment to the Professional Services Agreement with Deborah J. Scaife for infection prevention services in response to the COVID-19 pandemic;
2. Authorize the Chair of the Board of Supervisors to sign the first amendment; and
3. Authorize the Public Health Director to sign any subsequent amendments related to the original Professional Services Agreement upon County Counsel and Risk Management review and approval.

DISCUSSION:
On May 27, 2020 the Department of Health and Human Services (DHHS) entered into a professional services agreement with Deborah J. Scaife to provide infection preventionist services in response to COVID-19. These services include training Emergency Operation Center staff on proper personal protective equipment (PPE) usage, COVID-19 prevention and response in assisted living facilities, and assistance with walk-throughs and collaborative work with assisted living facilities to ensure they have proper infection prevention and control protocol in place to prevent the spread of COVID-19.

On Aug. 11, 2020 California Department of Public Health (CDPH) allocated to DHHS - Public Health Enhancing Laboratory Capacity funding through the Paycheck Protection Program Healthcare Enhancement Act (ELC-PPP) to expand its activities related to COVID-19 response, and response to other infectious diseases of public health importance. As part of this funding, DHHS - Public Health is required to obtain the services of an infection preventionist for the duration of the funding term of May 18, 2020 through Nov. 17, 2022.
