That the Board of Supervisors:
1. Approve and adopt the resolution for Phase IV of the North Coast Resource Partnership Plan.

DISCUSSION:
The North Coast Resource Partnership ("NCRP") was initiated in 2004 as a water management collaborative between the counties of Humboldt, Sonoma, Modoc, Mendocino, Trinity, Del Norte and Siskiyou. The NCRP is now a successful coalition of north coast counties and tribes that have successfully worked together to leverage over $100,000,000 in grants and matching contributions to support water and wastewater infrastructure and water resource projects throughout the north coast region. To date, $71,000,000 has been awarded and administered through the California Department of Water Resources' Integrated Regional Water Management ("IRWM") Grant Program and other general obligation bonds, including, without limitation, Proposition 50 and Proposition 84; with over $37,000,000 supporting planning and implementation projects within Humboldt County. Projects that are included in an IRWM Plan are eligible to receive IRWM Grant Program funds. The NCRP has maintained a comprehensive North Coast IRWM Plan, which is now referred to as the "NCRP Plan," since 2005; Phase IV of the NCRP Plan will be the fifth (5th) iteration thereof.
