1. Approve the supplemental budget for fiscal year 2019-2020 for annual software licensing, hosting, and maintenance fees (4/5 vote required) (Attachment 1).

DISCUSSION:
On February 26, 2019, the Clerk/Recorder/Registrar of Voters came before the Board of Supervisors requesting authorization to execute the necessary documents required to receive the sum of $25,000 through grant funding provided by the Help America Vote Act (HAVA) for efforts to improve cyber security and infrastructure related to VoteCal, California's centralized voter registration database that provides benefits to voters and election officials. Funding may be used for conducting security assessments, third-party software and/or hardware specifically related to improving the county's cyber security capabilities related to VoteCal, consulting services and associated information technology installations directly relating to cyber security risks, privacy and awareness training for elections staff, physically securing servers hosting the county's Election Management System, updating and hardening servers, improvements to security practices and documentation, and monitoring system and applications. The HAVA grant requires the Office of Elections to (1) conduct security system testing, and (2) provide privacy and security awareness training for all Elections' staff. Both conditions for receiving this grant funding have been satisfied.
