RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize a temporary increase in pay for Fiscal Officer Benjamin Hershberger (class 0185, range 442) as though promoted to Manager-Clerk/Recorder's Office (class 0344, range 478) beginning November 12, 2022, and continuing until the vacant position is filled.

DISCUSSION:
The Manager-Clerk/Recorder's Office position (class 0344, range 478) is currently vacant. Benjamin Hershberger, Fiscal Officer (class 0185, range 442) assumed partial principal duties in accordance with Section 12.4 of the AFSCME MOU on October 16, 2022, for a total of 20 consecutive workdays which will end on November 12, 2022. The Clerk/Recorder is requesting your Board approve the continuance of the interim manager salary for Benjamin Hershberger effective November 13, 2022, until the position is filled.

FINANCIAL IMPACT:
No significant impact to the budgeted salaries. The maximum pay increase would be $9,936 if the interim position extends to the end of the 2022/23 fiscal year. The out of class duties will be covered by the existing unfilled budgeted Manager position.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose not to approve the recommended interim manager, however this alternative is not recommended as it would limit the Clerk/Recorder's ability to cover essential functions.
