RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the county to receive the sum of $20,000 through grant funding provided by the Help America Vote Act (HAVA) Polling Place Accessibility Training Program;
2. Approve the attached supplemental budget for fiscal year (FY)2023-24 in the amount of $20,000 for Elections' budget 1100140 (4/5 vote required);
3. Authorize the Clerk/Recorder/Registrar of Voters, or their designee, to execute the necessary documents and the attached contract to carry out the purpose of the Board's order to receive the sum of $20,000 through grant funding provided by the Help America Vote Act Polling Place Accessibility Training Program; and
4. Adopt the attached resolution authorizing the county to receive the sum of $20,000 through grant funding provided by the Help America Vote Act (HAVA) for efforts to improve polling place accessibility.

SOURCE OF FUNDING:
Federal funds (HAVA funds) administered by the U.S. Department of Health and Human Services to assist in implementing HAVA Section 261.

DISCUSSION:
One of the stated goals of the Help America Vote Act is to ensure the accessibility of the electoral process for voters with disabilities. In a continuing effort to ensure compliance with HAVA mandates, the Humboldt County Office of Elections has available to it the sum of $20,000 in grant funding. The funding will allow election staff to travel for Americans with Disability Act (ADA) training conducted by the Secretary of State's Office and the Department of Rehabilitation.
