RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute any and all documents necessary to secure and accept the attached Grant Offer for AIP Grant No. 3-06-0010-056-2023 in the amount of $604,300;
2. Authorize the Director of Aviation, or designee thereof, to sign future amendments to AIP Grant No. 3-06-0010-056-2023, after review by County Counsel, Risk Management, and the County Administrative Office; and
3. Grant a waiver from the provisions of the Nuclear Free Ordinance (4/5 vote).

DISCUSSION:
The Airport Improvement Program (AIP) provides grants for the planning and development of public-use airports that are included in the National Plan of Integrated Airport Systems (NPIAS).

In March 2023, the Humboldt County Department of Aviation submitted a project application for a grant of federal funds for the remaining cost associated with California Redwood Coast-Humboldt County Airport (ACV) Runway and Electrical System Project. Specifically, this grant covers the remaining cost, that was prepaid by the county, for the design of the electrical system improvements - replacement of airfield lighting vault, taxiway lighting, signage, beacon, beacon tower, and wind cones.

The Federal Aviation Administration accepted, approved, and has submitted the attached grant offer with a maximum federal obligation of $604,300 for allowable costs incurred in accomplishing the above-ment...
