RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached Professional Services Agreement with SHN Consulting Engineers & Geologists, Inc. regarding the Murray Field Fuel Tank Engineering and Permitting;
2. Authorize the Director of Aviation to execute any amendments after review by County Counsel, Risk Management and County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed copy of the attached Professional Services Agreement with Kimley Horn and Associated, Inc. to the Department of Aviation.

DISCUSSION:
On March 15, 2022, your Board approved a project with Beacom Construction for the acquisition and installation of a new 12,000-gallon fuel tank and self-service fuel terminal to replace the previously installed, and severely antiquated, tank installed at Murray Field Airport in 1978. Prior to tank installation, the Department of Aviation must obtain an approved permit by the California Coastal Commission and implement a spill prevention, control, and countermeasures (SPCC) plan.

The desired contractor entered into a Professional Services Agreement with the Department of Aviation in December 2020 to provide consulting services and produce SPCC plans for both Murray Field Airport and ACV. Your Board recently authorized the acquisition of new fuel tank equipment which leads to a need for additional engineering and permitting work above and beyond the work that was previously completed.
