RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and/or modify the request to amend the GA Airport Use Non- Emergency & Special Events fee from a daily rate of $1800 plus actual costs to a $75 hourly rate plus actual costs (4/5 Vote Required).

DISCUSSION:
On Dec. 16, 2025, your Board adopted the Humboldt County Schedule of Fees that included Department of Aviation's fee for GA Airport Use Non- Emergency & Special Events in the amount of $1,800 plus Actual Cost. Staff is now recommending that this fee be modified to an hourly rate. The proposed change is to modify the fee to an hourly fee of $75 per hour plus actual cost for expenses incurred by the County to support the event.

Should your Board approve amending and modifying the 2026 Humboldt County Schedule of Fees and Charges for special event fees at GA airports, this change will be effective immediately.

FINANCIAL IMPACT:
Narrative Explanation of Financial Impact:
Actual costs related to the modified Special Events fee is a net zero budget impact as there have been no special events at general aviation airports where a fee has been charged.
As reported at Mid-Year Budget Review on Feb. 10, 2026, the Department of Aviation is projected to end fiscal year 2025-26 with a negative fund balance of $6.2 million dollars. This change will have no impact to the fund balance.
