RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Public Works Director to execute, the attached first amendment to the memorandum of understanding between the Humboldt Trails Council and the County of Humboldt; and
2. Authorize a contribution of $3,000 to the Humboldt Trails Council from the Parks & Recreation budget unit for purchase of a flail mower to benefit local agencies.

DISCUSSION:
On Feb. 25, 2020, the Humboldt County Board of Supervisors approved the attached memorandum of understanding ("MOU") (Attachment 1) with the Humboldt Trails Council regarding implementation of the Volunteer Trail Stewards program on county-maintained trails. The MOU was executed on March 17, 2020. The Humboldt Trails Council subsequently pursued a fundraising project to purchase specialized mowing equipment (called a flail mower) that would be shared by local agencies in the management of local parks and trails. The total cost of the flail mower is approximately $68,200, making it very difficult for local agencies to purchase this equipment independently. The Humboldt Trails Council received donations and contributions from the Rotary Club of Eureka, Mad River Rotary Club, Hansen Family Fund, City of Eureka, City of Arcata, McKinleyville Community Services District, Coast Central Credit Union, and the Humboldt Bay Trail Fund (Attachment 2). The Humboldt Trails Council will purchase the equipment and loan it out to the public agencies who contributed to its purchase.
