RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached plans and specifications for the East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15 Storm Damage Repair Project; and
2. Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, June 30, 2020, at 2:00 p.m.

DISCUSSION:
On Feb. 14, 2017, the Federal Emergency Management Agency declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides. East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15, located in the Benbow area of Humboldt County, experienced roadway failures due to saturated embankment soils slipping beneath the roadway. The embankment failures resulted in lane closures and additional hazards to the small rural community of Benbow.
On Apr.16, 2018 and May 21, 2018, the Humboldt County Department of Public Works ("Public Works") received approval from the Federal Emergency Management Agency to proceed with the East Branch Road (6B175) Post Mile 0.36, Oakcrest Drive (6B185) Post Mile 0.10 and Mosswood Lane (6B178) Post Mile 0.15 Storm Damage Repair Project. Public Works prepared the attached plans and specifications based on topographic surveys of the damaged areas prepared by Points West Surveying Company and Public Works, geotechnical studies prepared by Crawford and Associates and design engineering report...
