RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the Professional Services Agreement with the National Council on Crime and Delinquency (NCCD) for the period of the date of execution through June 30, 2020 to provide workflow analysis, Inter-Rater Reliability (IRR) testing, technical assistance, and Structured Decision-Making training in an amount not to exceed $97,000; and
2. Direct the Clerk of the Board to route the fully executed agreement to the Department of Health and Human Services (DHHS) - Contract Unit for further processing.

DISCUSSION:
The National Council on Crime and Delinquency (NCCD), through its Structured Decision Making (SDM) software, will support caseworkers in identifying adults at the highest risk of future maltreatment or self-neglect, and in targeting resources toward those adults who need them most. This evidence- and research-based system identifies the key points in the life of an Adult Protective Services (APS) case and uses structured assessments to improve the consistency and validity of each decision.
NCCD software will help Adult Protective Services (APS) make the best use of limited resources to promote the safety of older adults and adults with disabilities and in making better decisions for and with vulnerable adults.
Accordingly, DHHS-Social Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with NCCD to provide SDM software for use by APS.
