RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Amendment 1 to Cooperative Agreement No. 24-0469-005-SF, PDCP contract between Humboldt County and the California Department of Food and Agriculture (CDFA) for the period beginning July 1, 2025, and ending Sept. 30, 2027; and
2. Authorize the Chair to sign the amendment, and direct the Clerk of the Board to return all copies to the Agricultural Commissioner’s office for further processing; and
3. Grant a waiver from the provisions of the Nuclear-Free Ordinance.

DISCUSSION:
On Sept. 9, 2025, your Board approved Cooperative Agreement No. 24-0469-005-SF which provided funding to Humboldt County for the PDCP. The amendment before your Board today increases the funding provided through Cooperative Agreement No. 24-0469-005-SF by $9,039.26 and extends the agreement period to Sept. 30, 2027. The new total of the agreement is not to exceed $22,259.45. The PDCP contract funds trapping and survey activities that are intended to protect Humboldt County’s viticulture industry from a serious disease known as Pierce’s Disease.
Pierce’s Disease is caused by the bacterium Xylella fastidiosa and is spread by the Glassy-Winged Sharphoooter (GWSS). In addition to grapes, GWSS infests many species of ornamental plants and nursery stock.
