RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached form Agreement for Community Based Organizations participating with the Department of Health and Human Services (DHHS) for CalFresh Outreach and Support activities each to not exceed the purchasing agent's authorized maximum (currently $56,396) for fiscal year 2019-20;
2. Authorize the Deputy Branch Director of DHHS- Social Services to sign individual agreements for CalFresh Outreach and Support activities on behalf of the Board of Supervisors substantially in the form of the attached sample agreement upon proof of insurance; and
3. Direct the Clerk of the Board to return a certified copy of the board order to the DHHS-Contract Unit.

DISCUSSION:
Beginning in early 2012, the Board approved the execution of agreements related to California's Food Stamp program, now called CalFresh. Previously, purchasing agents were authorized to sign for agreements up to $48,000; the amount has been increased for this fiscal year to match the current maximum of $56,396 for the purchasing agent. All agreements have focused on CalFresh outreach activities and enrollment assistance, and incorporate destigmatizing messaging for the program through activities such as nutrition education, food security or activities related to wellness and obesity prevention. Approximately 20 to 30 contracts have been signed each fiscal year under this program.
