That the Board of Supervisors:
1. Approve the attached Mutual Aid Agreement between the County of Humboldt and the County of Mendocino; and
2. Direct the Clerk of the Board to return four copies of the agreement, with original signatures, to Ellisha Hardison, Legal Office Business Manager, Humboldt County Probation Department

DISCUSSION:
Several years ago, Public Safety Power Shutoffs (PSPS), wildfires, and adverse weather conditions and events caused the Probation Department to closely review the department's existing Continuity of Operations Plan (COOP). One of the challenges identified was the Juvenile Hall. Probation is mandated to operate a juvenile hall; however, in the event of a forced evacuation there is no local suitable secure facility into which staff can move youth. The best available options are contiguous counties. To that end, Humboldt County Probation entered into mutual aid agreements with Shasta County Probation and Mendocino County Probation in 2020 and 2021 respectively. The agreement with Mendocino County expires at the end of June and now also Humboldt County Probation and Mendocino County Probation are seeking to enter into a new mutual aid agreement. This agreement, like those prior, is mutual, meaning that Humboldt County would also receive Mendocino County youth in the event of a disaster...
