RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached agreement with the Humboldt Transit Authority, City of Arcata and the Humboldt County Association of Governments regarding the provision of region-wide Dial-A-Ride services for the period of July 1, 2023 through June 30, 2024; and
2. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached agreement to the Department of Public Works for further processing.

DISCUSSION:
The Humboldt County Association of Governments designated the Humboldt Transit Authority as the Consolidated Transportation Services Agency for Humboldt County, effective July 1, 2016. As the Consolidated Transportation Services Agency, Humboldt Transit Authority is responsible for administering a consolidated region-wide program to provide advance reservation, curb-to-curb transportation for qualified elderly and disabled persons in the Cities of Arcata and Eureka and unincorporated areas of Humboldt County. The Dial-A-Ride program currently serves approximately nine hundred (900) registrants and provides approximately Eighteen thousand (18,000) rides per year. Such services are financed by Transit Development Act funds administered through the Humboldt County Association of Governments.

The attached agreement defines the roles, responsibilities, and commitments regarding the continued provision of region-wide Dial-A-Ride services for the period of July 1, 2023 through June 30, 2024. Accordingly, staff recommends that the Board approve, and authorize the...
