RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Cooperative Agreement No. 21-0517-026-SF known as the Pierce's Disease Control Program contract between Humboldt County and the California Department of Food and Agriculture;
2. Authorize the Chair to sign the original agreement and direct the Clerk of the Board to return all copies to the Agriculture Department for further processing; and
3. Grant a waiver from the provisions of the Nuclear Free Ordinance.

DISCUSSION:
The waiver from the provisions of the Nuclear Free Ordinance is requested because the State of California will not modify its "cooperative agreements" to accommodate local ordinances. The Agricultural Commissioner's office receives annual funding from CDFA to off-set local costs associated with implementing mandated state programs at the county level.

The Pierce's Disease Control Program (PDCP) contract funds trapping and survey activities that are intended to protect Humboldt County's viticulture industry from a serious disease known as Pierce's Disease. Pierce's Disease is caused by the bacterium Xylella fastidiosa and is spread by the Glassywinged Sharphoooter (GWSS). In addition to grapes, GWSS infests many species of ornamental plants and nursery stock. To prevent the spread of Pierce's Disease to Humboldt County, the PDCP program monitors nursery stock and other plant product shipments from areas under quarantine for GWSS.
