RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Chair of the Board, Sheriff, Undersheriff, and Deputy Director of Financial and Support Services to accept grant funds and execute all necessary contracts and agreements and amendments thereto, in the name of the County of Humboldt, and all other certifications, assurances, Memorandums of Understanding, or documents required by the Department of Parks and Recreation Division of Boating and Waterways to facilitate documents that need to be signed timely for this grant; and
2. Approve the Supplemental Budget (Attachment 2) for the Division of Boating and Waterways budget unit 1100-221900 in the amount of $30,509 (4/5 Vote Required).

DISCUSSION:
A major boating safety issue for the county is overturned or swamped recreational boats as the result of vessels being operated in unsafe weather conditions and without proper required safety equipment (i.e. personal flotation devises). Recreational boaters underestimate the power of the water, how cold the water is, and how quickly a minor incident can turn fatal. Fishing, crabbing, sailing, and kayaking are the most common uses of our bays and ocean. Humboldt Bay also hosts several large public events each year and some of these events occur during nighttime hours.
